This update function is similar to the Random_Order function. The only difference is that a random permutation of all neurons is used to select the order of the units. This guarantees that each neuron will be selected exactly once to calculate the output and activation value. This procedure has two big disadvantages. The first disadvantage is that the computation of the permutation is very time consuming and the second disadvantage is that it takes a long time until a stable output vector has been established.
